PEGGY HOLLY

Peggy Holly brings a lifelong passion for volunteerism and community problem-solving to her role as an IPHF board member. Known for her pragmatic approach and determination, she consistently identifies solutions to challenges facing her community, friends, and neighbors.

Born and raised in St. Louis County, Peggy earned her undergraduate and master’s degrees in engineering from Washington University in St. Louis, followed by an MBA from Indiana University/Purdue University in Indianapolis. She then embarked on a 30-year engineering career at Boeing (formerly McDonnell Douglas), where she completed intensive leadership training at the Massachusetts Institute of Technology, the California Institute of Technology, and the Center for Creative Leadership in Greensboro, North Carolina. She also holds a graduate certificate in not-for-profit management from Washington University, equipping her with the expertise to excel in her many volunteer leadership roles.

Peggy is a respected civic leader in University City, with extensive experience serving on local boards. She served on the Board of Adjustment from 2013 to 2017, the Plan Commission from 2017 to 2024—chairing it from February 2020 through December 2024—and currently serves on the Economic Development Retail Sales Tax Board. During her tenure as chair, the Plan Commission developed a new Comprehensive Plan for University City, reflecting her commitment to civic planning, housing, community development, and equity-focused initiatives.

In addition to her civic work, Peggy has significant experience leading and organizing special events. She created and coordinated the St. Louis Public Radio Theater Showcase, which, pre-COVID, attracted over 3,000 attendees to experience live local theater in Grand Center. She has also chaired fundraisers for Craft Alliance, Women of Achievement, and the Reparative Justice Coalition of St. Louis.
